The first flowers on my list of perennials that attract hummingbirds is Bee Balm (Monarda). Its brightly colored flowers are made up of little tubes that are perfect for hummers to drink from.

Monarda is a member of the mint family which means it can spread pretty quickly so you might want to grow it in a container rather than in the ground. Planting it in a pot actually has some other benefits since you can position it where you can see it (and the hummingbirds) from your window.
